New Roads & Street Works (NRSWA) Compliance Adviser
Location:Bellshill and Scotland Central Belt
 
 
Our client is one of the largest contractors in the UK working on a Power contract across Scotland Working collaboratively with their clients, our client brings commitment, innovation, teamwork and accountability to deliver long- term partnerships. They are part of the Energy Division of a Group Services. They deliver a range of essential infrastructure services to the utilities, transport, and power sectors across the UK and Ireland.
 
Smart City Recruiters Ltd  are currently looking to recruit a (NRSWA) Compliance Adviser to be based out of our clients Bellshill office, working on our Scottish power contract covering the Scottish central belt and other areas.
 
Role Outline
 
Subject Matter Expert with regards to NRSWA compliance within the MES SPEN contract. Reporting to the MES SPEN Contract SHEQ Manager, focussing on NRSWA compliance across the MES SPEN contract as required.
 
Key Responsibilities
 
  • Support the Business Unit to achieve best practice in all aspects of Health, Safety & Compliance management as defined by the Energy Division’s SHEQ Director
  • Support MES SPEN contract to achieve NRSWA compliance
  • Support the Contract SHEQ Plan / Improvement plan to ensure continual improvement through shared best practice
  • Support MES SPEN in the creation, application, implementation and understanding of NRSWA Compliance management and to work with the Operational Management teams to ensure that the afore mentioned is fully understood and implemented through coaching, training, internal and external auditing, and business improvement initiatives/campaigns.
  • Provide the necessary leadership, coaching and guidance to improve NRSWA compliance
  • Provide accurate and timely information and statistics on performance periodically, weekly, monthly and on request to internal and external stakeholders.
  • Co-ordinate the internal inspection /audit programme through liaison with the SHEQ Manager to ensure that adequate, trained resource is in place to carry out sufficient internal audits as required by the  Contract / Business requirements.
  • Attend, where appropriate, leadership meetings, Health, Safety & Compliance meetings, contract meetings and workplace Safety Committee meetings.
  • Escalate and cascade matters of concern through the appropriate channels to ensure that issues are dealt with and that future risk is controlled, supporting the MES SPEN SHEQ Manager
  • To provide an appropriate level of support and advice (to include assistance on prequalification and tender documentation and evaluation of subcontractor/supplier competence) to the bid teams and other internal stakeholders upon request.
  • Other tasks as per specific contract requirements or as directed by the MES SPEN SHEQ Manager

Competencies and Knowledge
 
Experience
•             Minimum of two years’ experience in a Streetworks role.
•             Preferable experience in leadership, & management
 
Technical knowledge
•             Excellent knowledge of NRSWA / HSG 47 legislation and best practice.
•             IT literacy
•             Good underpinning knowledge of Safety, Health, Environment & Quality
 
Behaviours
•             Able to work to stringent timescales
•             Innovative, creative, and open to new ideas
•             Ability to communicate well at all levels
•             Determination to deliver a first-class Safety, Health, Environment & Quality support service.
 
Skills and Qualifications
 
Essential
•             NRSWA operative
•             Preferable NRSWA supervisor or inspector
•             Utilities experience or Electrical background
•             Full driving licence
•             Working knowledge / understanding of NRSWA/ HSG47
 
Desirable
•             Report writing experience
•             Member of IOSH
•             Professional training qualification
•             NEBOSH certificate
•             Internal audit qualification
•             Temporary works
