About the Role
Our client is focused on the design, build and maintenance of telecom/mobile infrastructure for key clients in the telecom market. Working collaboratively with their clients, our client brings commitment, innovation, teamwork, and accountability to deliver long- term partnerships. They are part of the Telecoms Division of their group. They deliver a range of essential infrastructure services to the utilities, transport, data and telecom sectors across the UK and Ireland.
Smart City Recruiters are currently looking to recruit a SHEQ Advisor on a freelance basis to work with our client on their telecommunication contract based in the West Byfleet office. Travelling to sites as and when required.
Job Purpose
The purpose of the role is to provide functional SHEQ advice as shown below:
- The position supports the Regional SHEQ Manager’s in establishing and maintaining the highest SHEQ standards throughout the company and on each operational worksite.
- To support the delivery of policies, objectives and procedures.
- To work proactively with operational management and site teams to establish, maintain and promote safe systems of work and a safe environment for colleagues, customers and public.
Key Responsibilities
- To assist with the implementation, development and improvement of the Business Management System (BMS) relating to safety, health, environment and quality.
- Ensuring health, safety and environmental standards are achieved on-site.
- Promote exceptional safety and delivery quality standards and best practice to direct and subcontracted work force
- Support the delivery teams in the attendance at surveys, pre-start meetings etc and provide advise on suitable control measures to be employed on future builds
- Carry out systematic assurance audits and inspections of construction sites, mobile workplaces, offices and other workplaces to verify compliance with the legislative requirements and compliance with the requirements of the health and safety management systems and assist the delivery teams with closing out findings that are captured during inspections and audits.
- Finding potential hazards that are not captured in the safe system of works and ensuring suitable and sufficient control measures are introduced to enable a safe working environment for all.
- Compiling statistics for reports and presentations as per the request of SHEQ Managers.
- Monitoring environmental impacts within the working environment.
- Advise and guide all personnel working on projects with regards to the implementation of the SHEQ policies and procedures.
- To work with all Managers and Staff to ensure risk assessments are prepared and reviewed as necessary and if required to assist with their preparation.
- Carry out Assurance reviews on Construction Phase Plans, Risk Assessment and Method Statements
- To liaise with client representatives under the Regional SHEQ Managers request and /or authorisation in order to establish good working relationships in relation to SHEQ management of sites.
- To undertake high potential/consequence accident and incident investigations as required.
- Support Supervisors and Managers to complete investigations to a high quality.
- To review and monitor preventative measures to stop similar incidents from occurring again.
- To support the operational teams during handover and planning meetings to ensure that SHEQ matters are properly represented and managed.
- To set the highest standards of professional conduct, including SHEQ compliance whilst performing your duties.
- Liaise with subcontractors and conduct assessments of suppliers and sub-contractors safety arrangements, as required.
- Advise on the best course of action for the resolution of identified non-conformance
- Prepare reports of audits and inspection reports with findings and actions required.
- Maintaining health and safety records for delegated areas for, site performance scores, office/stores performance scores, occupational health records and accident/incident records
- Support the SHEQ Manager in the assessment of sub-contractors and suppliers onto the Approved supplier list.
- To promote and coach the cultural development programme.
- To promote the principles of continuous improvement within the business.
- To undertake other duties at the reasonable request as required by the business.
- To advocate, promote and encourage best practices and innovation on site and to communicate back to the relevant parties.

Qualifications
Mandatory for role:
- 5 Years previous experience as an SHEQ Advisor within Telecommunications and Broadcast (or equivalent
- NEBOSH National General Certificate or NEBOSH Construction Certificate.
- A Technician Membership of IOSH
- Formal Incident Investigation Training
- NRSWA Supervisor Qualification

Significant knowledge on broadcast mast rigging and associated construction procedures
- Proven experience in Health & Safety and EMS processes and procedures in accordance with ISO45001
- CITB CSCS Card
- Experience in the undertaking COSHH Risk Assessments
- Demonstrable experience in leading Accident/ Incident investigations.
- Possess a valid UK driving licence.

Expectations of SHEQ deliverables
- Weekly Inspections (Telecom Division Operational Assurance Audit) Requirement set by regional SHEQ Manager.
- Incident management compliance in accordance with legislation and client procedures.
- Monitor actions raised through our incident management centre and ensure timely close outs.
- Submission of site observations (positive, opportunity for improvement or non-conformance).
- Monthly review of contract performance including incident data.
- Identify lagging and leading indicators to be communicated to the regional SHEQ Manager.
- Monthly inspection of offices and depots and monitoring of site documentations and site occupier’s logs.
- Effective subcontractor management, including internal system auditing and performance reviews.
